Nomadic Octopus, a Russian-speaking cyber-espionage group, has been linked to a politically-motivated surveillance campaign targeting government officials, telecom services, and public infrastructure in Tajikistan.
The group has been active since 2014, using custom Android and Windows malware to conduct cyber surveillance operations.
Analysis of the command-and-control server reveals that the group has successfully backdoored 499 systems as of January 27, 2022.
The Paperbug campaign is characterized by the use of public offensive tools and generic techniques, making attribution a challenge.
