China is looking to implement regulations on generative AI technology to ensure it reflects core values of socialism, while prohibiting the spread of false information, extremism, and other disruptive content. The proposed guidelines also include measures to prevent discrimination. Chinese companies have begun to develop their own alternatives to OpenAI’s ChatGPT, and government restrictions mean Chinese users have had to use VPNs to access the US-developed tool. There has been some resistance to the censorship of political topics, with Baidu’s ERNIE-ViLG refusing to create images of Tiananmen Square. The Chinese government is aiming to promote the development of domestic generative AI services while being cautious about its regulatory approach.
